Grand Sierra Resort (GSR) in Reno, Nev. announced what will be the largest private capital investment in the city's history. Plans are underway to infuse approximately one billion dollars ($1,000,000,000) into the existing 140-acre property over the next decade.

10,000-Seat Arena

The centerpiece of this visionary project is a cutting-edge arena, designed to host various events such as concerts, special events, basketball games, and other sports, with a capacity exceeding 10,000 seats. The arena will span approximately 300,000 square feet and offer contemporary amenities, including suites and premium hospitality clubs.

Nevada Men's Basketball Partnership

GSR Owner Alex Meruelo and University of Nevada, Reno President Brian Sandoval also announced the exploration of a partnership with the Nevada men's basketball team, which could make the arena their home upon completion of construction.

State-of-the-Art Golf Experience

Expanding beyond the arena, the plans encompass a comprehensive beautification of Grand Bay. This will include the creation of an active golf facility and entertainment destination, a scenic walking path and a captivating water show.

800-Room Hotel Tower

In response to the anticipated surge in demand, plans are also in place for an 800-room hotel tower. One or more parking garages will be constructed to ensure seamless access to these new facilities.

Affordable Riverfront Residences

Recognizing the need to support the growing workforce essential to the success of these ambitious projects, the initiative will include the creation and construction of approximately 300 affordable riverfront residential units.

Grand Sierra Resort Breaks Ground on Landmark Arena, First Phase of $1 Billion Redevelopment Project

RENO, Nev. (Sept. 30, 2025) – Grand Sierra Resort (GSR) broke ground today on a new 10,000-seat arena, the first phase of the property's $1 billion redevelopment project — the largest private capital investment in Reno's history. The event drew more than 500 civic leaders, university officials and community partners, underscoring its significance for Northern Nevada.

The milestone ceremony featured arena renderings, a ceremonial shovel dig and celebratory cold sparks and confetti. Speakers included GSR Owner Alex Meruelo, University of Nevada President Brian Sandoval, Athletics Director Stephanie Rempe and Reno Mayor Hillary Schieve.

"This project represents a transformative moment for Reno and northern Nevada," said Meruelo. "Our investment reflects not only our commitment to this community, but our belief in its future as a premier destination for sports, entertainment and hospitality."

The $435 million GSR Arena will span 300,000 square feet, feature premium hospitality clubs, suites and a central plaza, and serve as the future home of Nevada Men's Basketball. Designed to seat more than 10,000 guests, it is expected to host about 95 events annually upon completion in fall 2027.

"Today's groundbreaking is a major milestone in the continued rise of Nevada Athletics and our basketball programs," said Rempe. "This state-of-the-art facility will deliver an unmatched home-court experience for our student-athletes, our fans and the entire Northern Nevada community. According to Hunden Partners, the City of Reno's consultant, the arena and related development are projected to generate $850 million to $1.135 billion in direct economic impact, with as much as $1.34 to $1.8 billion in benefits over 28 years.

"This arena represents the kind of investment that propels Reno forward," said Reno Mayor Hillary Schieve. "It will serve as a source of civic pride and a catalyst for our city's continued growth."

The arena is the first step in GSR's decade-long redevelopment plan, which also includes a 2,800-space parking garage, a new community ice center, the reimagined Grand Bay aquatic golf facility, a fan-centric central plaza and future housing and hotel expansion.

Grand Sierra Resort Takes Next Step Toward $1 Billion Arena and Entertainment District Project with Reno Redevelopment Application

RENO, Nev. (Oct. 23, 2024) – Grand Sierra Resort (GSR) is looking forward to working with the City of Reno as we continue our plans to make a historic investment in the region. Our development team has been working for over a year on a comprehensive master plan that will see the GSR transform into an unparalleled entertainment destination over the next ten years. The cornerstone of the project is the construction of a new world-class arena that will host live events such as concerts and serve as the new home of the Nevada Men’s Basketball Team. This project is being funded through a $1 billion investment by the owner of the Grand Sierra Resort, Alex Meruelo, who has consistently maintained that the University of Nevada will not have to contribute anything financially to the construction of the arena.

The City of Reno created the Reno Redevelopment Agency in 1983 as a tool to spur development of projects that otherwise would not get built that in turn provide tax benefits to the city, improve the quality of life for our citizens, and create value. This is achieved through property tax increment, which has successfully been used to help construct several developments in downtown Reno over the past few decades, and has been a significant tool for generating new investment in our region.

Until recently, the City of Reno did not have a standardized process for evaluating development projects within the Reno Development Agency (RDA) to assess their benefits, the developer’s capacity to complete the project, and their overall impact on the city. On Aug. 14, the Reno City Council, acting as the Reno Redevelopment Agency Board, adopted a comprehensive new application process as part of the city’s efforts to enhance due diligence for RDA projects. This marks an important step toward increasing transparency and ensuring that all applications are thoroughly reviewed before being considered by the board. Additionally, the City Council reactivated the Redevelopment Agency Advisory Board (RAAB), bringing in Reno residents with technical expertise to further support the vetting process. Following the adoption of this new framework, GSR has submitted an application to begin the official review.

Several points should be clarified for the public as the review process begins:

  • GSR is not asking the City of Reno for any general fund revenues.
  • The city is not being asked to issue bonds for the project, so there is no financial risk to the city if the project isn’t completed as planned. The Meruelo Group remains fully committed to seeing the completion of the construction as planned.
  • No other property owners are being asked to contribute to the GSR development.
  • RDA funds are generated through newly generated property value, so if the GSR doesn’t invest in any projects like the arena, lake improvements or workforce housing, then there is no corresponding increase in property value, and thus no new increment to reinvest into the project.
  • While the RDA’s have existed in Reno for the past 41 years, the lifespan of RDA 2 expires in 2035, so this is a finite incentive program.

Since the GSR is the first applicant under this newly transparent RDA program, and given the size of Mr. Meruelo’s planned investment, we understand that it will garner a lot of attention. It is important for the public to have a clear understanding of how the process works, as the RDA’s operations have undergone significant improvements recently.

The City of Reno has taken a thoughtful and measured approach to improving the RDA process, and its efforts to implement meaningful reforms are commendable.
